Each community that would like to receive federal funding for homeless programs from the US Department of Housing and Urban Development, HUD, must complete a Continuum of Care Plan.  This plan then becomes a piece of the local government’s Consolidated Plan. 

Every year citizens concerned about homelessness, emergency shelter providers, government representatives and representatives from many nonprofit service agencies, as well as people who are experiencing homelessness come together in a series of meetings to articulate and develop a Continuum of Care System that deals with solving homelessness in this community. 

The Continuum of Care Plan addresses the services available to homeless families and individuals as well as the gaps in services in the system.  The Plan shows how the community intends to bridge the gaps in services and provide a process for people to end their experience with homelessness. 

The Homeless Resource Network, formerly known as Metropolitan Columbus Task Force for the Homeless, has provided the coordination and leadership for developing the Continuum of Care Plan since 1995.  The completion of a Continuum of Care Plan provides a vehicle for local organizations to apply for federal funding.  Over the last nine years this process has brought 7.1 million dollars into Columbus, Georgia and Phenix City, Alabama. 

ANY and ALL ORGANIZATIONS planning to apply for HUD funding through the 2007-2008 Columbus/Phenix City Continuum of Care are STRONGLY ENCOURAGED to participate in the Continuum of Care Standing Committee.   Successful applicants in previous years have been actively involved in this committee.  Not participating hurts your chances for funding.
